We know our Thai food, we lived there for a couple of years, and this is our favorite in Baltimore. Khun Nine is also up there (owned by the same folks, in Mount Vernon but with only a couple of tables and a smaller menu).

Great Thai food in cool Hampden neighborhood. Go to 36th st aka "the ave" for shops and other restaurants.
